Village of Hempstead Downtown Revitalization

Downtown Hempstead faces a fragmented physical environment where decades of uneven redevelopment have left key parcels vacant, underutilized and contaminated, and disconnected. This effort established an urban design and planning framework to strengthen connectivity and guide reinvestment across priority sites.

Despite its role as a regional center for transportation, employment, and culture – and as one of the most populous and diverse communities on Long Island – the Village of Hempstead contains numerous vacant and underutilized parcels, former industrial sites, and brownfields that constrain economic opportunity and walkability. Major infrastructure such as the Long Island Railroad and bus terminals provide strong transit access, yet remain disconnected from surrounding housing, retail, and civic uses.

The Village’s Community Development Agency (CDA) has led downtown revitalization efforts for more than a decade. Building on this momentum, the CDA retained AKRF and MUD Workshop to complete a NYS BOA Step 2 Nomination Study focused on advancing targeted redevelopment opportunities within the downtown core.

Through a combination of steering committee meetings, community-wide workshops, and direct outreach to local institutions and stakeholders, MUD Workshop developed a district-based framework for the BOA area. This included a Transit-Oriented Development (TOD) district to support higher-density housing near train and bus service; a walkable downtown core anchored by “main street” retail; and a consolidated hub for health and community facilities. The study also proposed a future innovation district designed to attract regional educational institutions and strengthen partnerships with local manufacturing businesses, expanding workforce training and broadening the local talent pool.
