Jersey City 2040




Jersey City launched a comprehensive master plan and land use element to guide growth in one of the region’s most diverse and rapidly evolving urban centers. The plan establishes a long-term vision and roadmap that embeds public-realm improvements, climate adaptation, and inclusive growth into the city’s development policies.

Jersey City sought to create a comprehensive master plan that could guide development, reclaim public space, and integrate resilience into a rapidly growing and diverse city. The effort required a vision that addressed climate adaptation, equitable growth, and the needs of a population representing one of the most diverse communities in the United States.

MUD Workshop developed the urban design and public-realm framework for the Jersey City Master Plan. Built on two years of interactive in-person and remote engagement, the framework articulates a unified vision for new public space and equitable development across neighborhoods. A series of illustrative projects were created to demonstrate how growth could be balanced with climate adaptation and resilience measures in a range of physical and socio-economic contexts. These illustrations informed regulatory recommendations including zoning, land use, design guidelines for streets and buildings, and incentives for public-private partnerships.

The Jersey City Master Plan and its supporting recommendations were adopted by the City Council in January 2022.
