PennCLIP Study

Anchored by one of the busiest transit hubs in the country, the Penn Station neighborhood is undergoing a pivotal reassessment as shifting market conditions and community priorities challenge earlier redevelopment plans. The Penn Community Led Improvement Plan (PennCLIP) establishes a community-driven vision that centers public realm improvements, affordable housing, and transit accessibility to ensure future investments serve both local residents and regional commuters.

Penn Station Neighbourhood- History and Evolution

The Penn Station neighborhood is a vital transit hub for New York City and the Northeast, with ongoing public and private investments shaping its future. However, prior redevelopment plans, including the Empire State Development (ESD) General Project Plan, have prioritized large-scale commercial development over community needs, prompting the creation of the Penn Community Led Improvement Plan (PennCLIP).

The area surrounding Penn Station faces challenges including inadequate pedestrian infrastructure, unmanaged public spaces, displacement risks, and a lack of affordable housing. Additionally, the post-pandemic downturn in commercial real estate has disrupted planned developments, creating an opportunity to reassess land use and ensure future investments serve both transit users and local communities.

Manhattan Community Board 5 (CB5) launched the PennCLIP Taskforce to develop a community-driven vision for the neighborhood. MUD Workshop was engaged to provide urban design and planning expertise, guiding a process that emphasized a 24-hour mixed-use district, public realm improvements, historic preservation, expanded affordable housing, and transit accessibility.

By outlining a phased planning approach, balancing infrastructure investments with community priorities and long-term transit solutions, the plan sets the stage for further engagement, technical studies, and implementation strategies that align Penn Station’s transformation with the needs of residents, workers, and commuters.
