Mount Vernon Downtown Revitalization

Mount Vernon’s Downtown Vision Plan responds to decades of disinvestment, aging infrastructure, and restrictive zoning that has stymied the city’s economic potential. By updating zoning policies, improving public infrastructure, and fostering economic development, the plan aims to transform Mount Vernon into a more walkable, connected, and thriving urban center.

Mount Vernon is a historically rich city that has experienced waves of migration and manufacturing booms. However, its downtown has experienced decades of underinvestment, leading to commercial vacancies, declining streetscape conditions, limited economic activity, and outdated zoning regulations that hinder growth.

Mount Vernon DRI-Community Visioning

The Mount Vernon Downtown Vision Plan builds on extensive community engagement and technical analysis to guide future growth and investment. The plan proposes zoning amendments to increase mixed-use development and incentivize affordable housing near transit hubs. Public realm improvements, including streetscape enhancements, tree plantings, and pedestrian-focused design, aim to create a more inviting and economically vibrant district. The plan also outlines public-private partnerships to support business growth, encourage adaptive reuse of vacant properties, and improve mobility through multimodal transportation strategies.

The Vision plan and supporting zoning recommendations were adopted by the City Council in January 2024.
