Creedmoor Community Master Plan

The Creedmoor Community Master Plan reimagines 58 acres of state-owned land in Eastern Queens as a connected, mixed-income neighborhood rooted in community priorities and long-term stewardship. The plan responds to both the site’s institutional legacy and the region’s urgent housing needs, establishing a framework that balances physical feasibility, social integration, and environmental resilience.

The Creedmoor Psychiatric Center campus—once dedicated to mental health care—now consists of vacant buildings, chain-link fencing, and underutilized open space at the edge of low-density neighborhoods like Bellerose and Oakland Gardens. As the largest state-owned redevelopment site in New York City, Creedmoor represents a rare opportunity to address regional housing needs while repairing long-standing physical and social barriers. Yet the site’s limited access points, outdated infrastructure, and institutional history raised concerns around stigma, density, and neighborhood character.

Empire State Development retained MUD Workshop to lead a year long planning process focused on spatial analysis, urban design, and public engagement. More than 600 residents participated in a series of public workshops, supported by consultations with over 40 local organizations and coordinated site visits with the Office of Mental Health. This process surfaced both deep skepticism and constructive visions for the site’s future.

MUD Workshop translated that input into ten guiding principles for future development and proposed a cohesive spatial framework organized around Avenue C as the site’s primary spine. The plan calls for over 2,000 housing units across five typologies – garden apartments, terraced housing, town center blocks, shared streets, and a central community space – each positioned to support a connected and legible network of open spaces and civic destinations.

Since its completion, the community master plan led to an EIS, General Project Plan (GPP), development RFP for the implementation of Phase-1.
