Town of Orangetown 2040




The Town of Orangetown undertook its first comprehensive plan update in nearly two decades to address mounting land-use, environmental, and community development pressures. The 2040 Plan establishes a long-term vision that aligns ecological realities with community priorities across the Town’s six distinct hamlets.

Located along the western edge of the Hudson River, Orangetown faces a complex set of environmental and development challenges shaped by steep slopes, hydrological constraints, and fragmented open spaces. Development pressure, coupled with concerns about flooding, erosion, and neighborhood character, underscored the need for a planning framework that could balance growth with environmental stewardship.



Invitations to Community Workshop


MUD Workshop led the public engagement strategy and authored the plan’s sustainability, open space, and natural resources chapters. The engagement process blended traditional in-person meetings with digital tools that enabled place-based feedback, budget voting, and interactive mapping. This input was paired with technical analysis—including slope and flood zone mapping, an inventory of 68 public open spaces, and an assessment of environmentally sensitive areas—to identify where compact development could be supported and where conservation should be prioritized.

The final plan centers environmental risk as a core determinant of future land-use decisions. It provides clear priorities for conservation, redevelopment, and public investment, offering Orangetown a path to pursue growth without compromising its natural systems. The plan was formally adopted by the Town Board in October 2023.
