New York City Department of Transportation (NYC DOT) is piloting an Off-Hour Delivery (OHD) program aimed at incentivizing deliveries from 7 PM to 6 AM, with the primary goal of making them more efficient and safer. The program will enable $6 million in investments for access enhancements, security equipment, low-noise cargo handling equipment, and green delivery methods (e.g., cargo bikes and EV vans).

MUD Workshop is leading the development of a comprehensive outreach strategy for the program, with the intent of reaching small businesses as well as delivery service providers. This includes a comprehensive marketing campaign, digital and print media promotions, educational content, a program application toolkit, and post-application impact assessment. Applicants from Phase I, which is currently underway, will receive $1.5 million, and Phase II, which is slated to begin in Fall 2026, will award the remainder of the grant funds.
